Answer: No. Putting aside the chipset, the CPU (central processing unit) is one of the most important components in a computer, as it's where most calculations take place. It can be likened to the brain of the system. Like a car without an engine, a computer without a CPU will not operate as intended. You cannot expect anything useful out of a PC without a CPU and a chipset.

Not sure what you mean by this question. The main components of a computer are: Motherboard [The unit everything connects to] Hard Drive. [For storing information] RAM (Random Access Memory) [Used for temporary storage of information] CPU (Central Processing Unit) [Takes care of most information] Power Supply [Or there would be now power. This allocates power to different parts] Without those main things, the computer would not work at all.
