In unix mv command is used to 'move' a file or folder from one location to another. It can also be used for renaming a file or folder. For eg: to change the name of a file 'sample.txt' to 'testfile.txt', mv sample.txt testfile.txt Enter 'mv --help' or 'man mv' in the shell prompt for the manual page of mv command.

There is only one tool I could find that is used to verify digital signatures for system files and device drivers, it is called the signature verification tool otherwise known as Sigverif.exe.

It means that the command requires additional input in order to complete the command. Typically, a command that uses an ellipsis means that a dialog box will be displayed. For example, in Notepad, you have a "New" and "Save" command-- they take no additional input to complete (not necessarily, anyways). However, "Open..." and "Save As..." means there is a dialog that must be completed to complete the action (in this case, choosing the file to open or the file to save to).

The message is erroneous in that it specifically says "Could not open Install.log file" when this may not be the installation log file name you specified on the command line for uninstallation.
