Layout of the website refers to the basic framework and structure of the website. Layout determines where the text content, navigation, graphic images and other elements are placed on the web pages. Design of the website, on the other hand, is about the usage of fonts, colours and images on the pages. Consistency in layout and design throughout the website makes it easier for the visitors to navigate the site. Additionally, visitors do not get a feeling that they have left the website and landed on another website, when the main elements remain the same. One popular method of consistent web design is to use website templates. Templates are documents that web pages are based on. Templates have some particular patterns in them, which are passed on to the web pages that are created using the template.

∙ 14y agoWeb design is about making the user feel comfortable on your page. It really should be called "web usability". Because the goal is to keep the user on the page as long as possible. For that they need to feel comfortable browsing your site.
Which means even though you can be creative, a good site design should follow some consistency and conventions. There are certain conventions they already are familiar with from browsing the large sites like Yahoo, Google, etc...
e.g.
menu bar on the left or on the top
functions on the right usually (log in, log out, search, etc)
content usually in the middle/bottom below the logo
logo is a link back to the home page
several links on the bottom like "About" "Careers" "Contact Us" ..etc.
