this is actually really simple to fix. all you have to do is:
1. plug in your charger
2. take out your battery from your computer for about 20 seconds.
3. put your battery back in.
A charger does use power when not charging the computer if it is plugged in. Not as much, but definitely some. How much depends on many factors. It is a good idea to unplug it.
A network cable is not plugged in to your computer or to a device on the other end.
