It means "power failure".
It occurs when the unit is first plugged in, or when power is interrupted.
On many recent GE, Hotpoint and Samsung models, it can occur when the oven has a bad magnetron or a loose magnetron mount due to a poor repair.
In such cases, a few seconds after you press Start, the magnetron outputs electrical interference which disrupts the control board, making it reset as if you unplugged it.
Then the clock has to be reset and the cycle will repeat when you try to cook.

It kinda depends on what kind pf microwave you have, I usually just press the number amount I want it to be cooked and then I just press start:)
