Typically "tinted glass" refers to glass with a window tinting film applied. Privacy glass, however, is when the actual glass itself is less transparent. There is no film on the surface, so it is much more durable and lasts as long as the glass doesn't get broken. Typically, privacy glass allows in very little light as a function of its purpose (to create privacy), but window tint can run a range from only slightly opaque to completely opaque.
