FOA is a term generally used in the telecommunication industry and refers to a new deployment of equipment or technology. Esentially it is a field test. The term "office" derives from the telco name for technical facilities as offices - eg the Central Office or CO is the telco POP site that provides customer network access.

Other suggestions are that it appears to be a level of testing in software development, after Beta testing but before general availability, and comparae to Continuous Integration.
