No. "Fixed" means that they are permanently installed in the main frame or tower usually fastened by screws, nuts and bolts. The hard disks that are portable are often called "external drives" meaning that they are not mounted inside of a cabinet and can be freely moved from one location to another.
If you mean permanent storage like in USB flash drives and hard disks, then that type of memory would be called nonvolatile memory.
Disks that can be played on DVD ROM drives are the kinds of disks with movies on them. DVD ROM drives such as music can't be played because DVD ROM drives are specifically for playing movies.
