An encoder is a combinational circuit that converts a signal on exactly one input into its corresponding binary number.

The maximum number of inputs is directly related to the number of outputs. An

encoder with n outputs supports 2^n inputs. When n = 2, there are 2^2 = 4 inputs

that can be encoded. When n = 3, there are 2^3 = 8 inputs that can be encoded.
