Consider DOS and Linux computer technologies and how they might impact a developing country. DOS is capable of performing the essentials of almost every computer function. There was a time when it did perform those functions and was the technology available.

DOS is highly reliable and runs well on all kinds of machines, including low power machines. We send a lot of computer scrap to emerging countries to have them do the dangerous salvage we can't/won't do. Older DOS programs usually have a built-in back-up so that when electricity fails, the work to that point is saved. DOS takes power outages in stride. (Power outages are an on-going and frequent problem is some areas of the developing world.) DOS servers are easier to maintain and require loser level technical skills, and are actually recommended for the developing world. The only major area of computer use seriously lack is the production of .pdf files and reading them. There are old programs which could developed and brought forward. Word processing and spread sheets would automate offices, are often available in all types of scripts. It is easier to write new programs, written to accommodate local conditions. And if you are worried that it won't accommodate new technology, remember, our airports still use DOS for the radar control. Windows has repeatedly failed, although it would include more information as to the aircraft's actual location. The Russians were using and are still using DOS on their space exploration and communications and so we use it too since we no longer use the US space craft to go aloft. Almost all the point-of-sale scanners and customer services from the supermarket to the auto repair shop are still running on DOS. It is reliable, colorful, and works.
