you'd need the chasis, RAM (random access memory),ROM (read only memory),hard drive ,disk drive mother board,correct plugs for speakers,head phones, keyboard,mouse,etc, data cables for the drives, power cables for the drives,usb ports,ethernet ports,screen plug(don't know what that is called), power supply, and different plugs and cables for power and to connect different parts together.
Apart from all the parts (Case, Power supply, Motherboard, CPU, RAM, Hard Drive and CD or DVD drive) normally only a screwdriver, some time and a bit of patience. An anti-static wrist strap (to avoid hurting any of the delicate electrical components) is a good idea, but not needed if you know how to avoid static discharges.
Some degree of hand-eye cordination is highly reccomened as well.

You will need an operating system, windows xp is still my favorite but you could use vista also. If you use vista then you need to have like 3 gigs of ram to run it so be sure to have that much in your system before you turn it on and try to install vista.
Ram is another thing you will need to purchase and match to your mother board(important: the easiest way to be sure it will work with your motherboard is to have the motherboard book or even just the type and model of the motherboard with you when you go to buy your ram. Most places you buy ram will be able to tell you the type you need according to the motherboard you have.)
Most mother boards have built in video and audio but if you want to use the system to play games i recommend getting a separate video card (nvidia preferably) again make sure your video card will work with the mother board you are using.(check the manual and see what cards are supported(agp,pci,pci express are the major graphics slot types) the more on board memory the card has the better it will work.
If you plan on using the internet with a cable modem then you need a network card, Again most of the newer motherboards have built in network adapters but if not you will need to get one. (look at the jacks on the back and see if there is a jack that is larger than a phone jack but looks simalar) if so then its built in, if not then you will need to purchase one. If you plan on using the phone to connect with the internet then you will need a modem (also usually included on the motherboards nowadays.) Look for the phone jack on the back of the motherboard, if its there your good if not you need to install one.
You will definatly need a hard drive, again make sure its compatible with the motherboard your using. Some are sata some are isa and then some are raid.(ask someone at the store you buy it from which are compatible with your motherboard.)
You will need a CD ROM drive ( I would get a DVD burner because the cost is about the same as a standard CD ROM drive but you can use DVD's and burn your own CD's/DVD's with the DVD burner), with the CD ROM drive you can only use CD's not DVD's also you can't burn your own CD's with them.
Of course you will need a keyboard and mouse.
And a monitor is also needed. (if you look at your video card you can use the jacks on the back of the card to determine what type of monitor connection you will have. Be it a standard video jack or a hdmi connector.) hdmi is the best connection but the standard connector will usually be on the card as well so you can use either.
