If the above is right, then you can allow those ports on Linux(Ubuntu) with:

sudo iptables -A OUTPUT -p udp --dport 68 -j ACCEPT

sudo iptables -A INPUT -p udp --dport 67 -j ACCEPT

Oh and don't forget to erase the password timestamp:

sudo -k
