Since an Abacus is technically a computer, I can only assume you mean the third binary electronic computer. This was called "Colossus Mark 1" and was developed in the UK to read encrypted German messages during World War II.

The Colossus machines were the first programmable, digital, electronic, computing devices and went through several revisions so if you define a computer in this way, a Colossus machine would still have been the third computer device ever to be constructed.

After World War Two all the blueprints and Colossus hardware were destroyed in the interests of National Security and it was not for many years that its designers would receive the credit they deserved for the world's first programmable electronic computer.
