Answer 1 : For this Question very simple it does a 4 phase process ..
It slowly slows down and cools itself off from the massive handleing of the data between it's self and memory and or Operating System and Programs Running into and out of it L1 and Or L2 Cache as well as thru it designed layout..
The Next thing it does is slowly edge back into working with the data bouncing directly into the program / Operating System Needing this Data/ Memory into a effecient way in which can be translated and use faster but more appropreately by the CPU and Software in need of the Memory for what every is being directly accesses. and
then it finially speed sit all back up and remove latency of program communication , data translation time increased and or internet delay time cut by X5 :) if your lucky :)
