Normally I look at processor speed what processor is used, the graphics card, is it integrated or is it a card, what kind of sound card, is that integrated or is it a card also, what motherboard is used, is this an Intel system or an AMD system. I go for Intel products normally, I have bought AMD and liked it though.
To personify on the original answer. You more or less need to look at the purpose for what you are going to be using it for. Laptop or desktop. School, peronal, mobile, gaming are more or less what most people use it for. Processer is a huge factor considering that the processers that are now being used are the amd vision and Intel I series. I series is very, very, good if you want instant speed. There is the I3, I5, and I7 models. I3 is basically a dual core with one "virtual core". I5 is a dual or quad core with virtual cores that add up the total core amount to 5. I7 is a quadcore with 3 four virtual cores. Although Intel is amazing on speed, its been proven that the virtual cores have failed before. Your other option is AMD which runswith 3 models as well. AMD has been known as "true multi-core processing". More or less used by gamers and people with high amounts of speed needed for work. AMD vision is a dual core. AMD vision Premium is a dual or quad and AMD vision Black is a 6 core.
Another factor is ram. 4gbs is standard, however, some go as high as 8. Ram just helps computer speed.
And harddrive(HDD) as well is the factor that people really want to be at a decent size.
Remember to also consider screen size. Most computers now made are within the sizes of 14" or 15.6" but go as low as 10.1" and as high as 17.3"
This is all just basic. Research is critical when buying a computer. After you narrow down your basic. Get more specific with what you need.

No I'm afraid that Windows 7 is an operating system that you must have installed on your computer. If your computer meets the specifications it's not very expensive so I would recommend buying it.
