There are a few programs to make a computer drawing. Some would not agree though on which is the best. So a suggestion would be to try the two following and pick which one feels is the best for them. One is GIMP (free and excellent). The other one is Photoshop (costs some).
I would expect to find drawing tool
Sumo paint would be a good one. its not necessarily a manga website, but has all different types of drawings. sumo paint has its own drawing application too! Another good one is deviantart.
A word processor, such as Microsoft 'Word', Works, Notepad or Wordpad, for writing letters. A paintshop program, such as Microsoft 'Paint' or Paintshop Pro for drawing and pictures. You can also draw simple line pictures within Microsoft Word and add graphics.

Go on to google and there would be outlines of how to create an image, start with the basics then branch out, drawing scenery for instance starts with outlines of the landscape then its the detail implimented that adds beauty to the picture.
This question would be easier to answer with more clarification on who "he" is.
Joann's online store mainly deals in fabrics and crafts. If you are into making clothing and accessories this would be a great place to visit. They have everything you need to create your own fashions.
If your talking about Computer Drafting then i would suggest C.A.D.D. programs or the Inventor Programs
Drawing with crayons is not etching. You do not dig into anything with crayons. To create a crayon etching, you would need to use the crayon to indent something.
In XP you can access the cmd window directly in the Accessories section, following this pad: Start -> Programs -> Accessories -> Command Prompt. Monike

I would recommend looking online at any retail stores that would carry such accessories. I would would also recommend inquiring at the point of purchase were you might locate such accessories

You could run the "paint" program which a standard part of windows, found in "accessories". To save your work, you would need to have your own disk. There are more sophisticated drawing programs which your library may have installed-- you would have to ask the librarian .
