  • How fast the drug can be absorbed
  • What part of the body is actually able to absorb the drug
  • The quantity of the drug being administered
  • The speed by which the drug needs to reach the target area

and others.

If you've got a stomach ache, it doesn't make sense to take something through the skin. Likewise, if you've got a topical infection, it makes more sense to apply an ointment than to pop a pill.
