Toronto is a Business District. Most of Canada's busness activity, flows through or originates from Toronto. Therefore there are many office-buildings.
They rarely do because the people who made toontown want beginning toons to start easy. Some times they pop up here and there. But most of the time they are already taken by the time you get there. I was once in a cog building when I only had 17 hp and I would have failed if it weren't for a toon that had toon-up. People don't want players getting discouraged because they got defeated in a cog building. They don't want them saying "This game is hard" right at the beginning because it isn't. That is why cog buildings in toontown streets don't pop up often. Good answer, but I really think that the main reason is that in toontown central anyone can go in buildings, you have to be a member to go in buildings in other neighborhoods. So lots of people crowd around a building and 5 seconds after it comes down everyone rushes toward it and defeats it.

Any kind of house. As a witch myself, I prefer older styles of houses with history to them, but most 'new age' witches can work out of apartment buildings. As a saying may say "It is not the shell that matters, but it's contents."
