Try Paltalk. The program is a short (but safe) download to your computer. Every room is moderated by its own admins. There are also 'Red Admins' who actually work for Paltalk - and they monitor the rooms to make sure they're complying with the room rating. Rooms are rates as G - for general users, R - for restricted users and A - for adults only.

You can also create a 'Pal list' - where you add people you know. You can then have a private conversation with a single person, or invite others into the conversation. The private chat areas are not moderated.
