Yes, any computer can be a server. Whether or not a computer is a server depends much more on the software than the hardware. While it is true that standard desktops, notebooks, etc. do not make the best servers, they can still be servers. If you are in an enterprise environment, or a large network, these types of devices just won't have the redundancy or capacity to make a reliable server. On the smaller scale, they will work just fine.
