No. A peripheral device is something not part of your computer. So, disk drives (CD Roms DVDs) mice, printers, etc.. Even certain applications can be considered a peripheral devices.

To clarify more. internal peripheral devices such as a CD ROM DVD or tape drive are in fact solely a peripheral device however just as I did; they are commonly referred to as an Internal peripheral device.
