They can only make decisions based on criteria given to them, like to display the word Pass on the screen if a score is above the pass mark for an exam or display the word Fail if it isn't. It is up to the programmer to do things like define what the pass mark is and design the code correctly. If computers could make decisions and think for themselves, then they would not do what they were instructed to do and they would be no use to us. It is because they follow instructions as programmed that they are useful.
