In case this wasn't a joke and just a poorly worded question, yes definitely. It is very common to use one computer to emulate another. Say a new computer is just being designed and you want to know if it will work before spending the money building it. Emulate it on another computer that you already have. Or perhaps you want to begin software development for a new unbuilt computer before it is built. Emulate the new computer on one of your old computers.

IBM did this for Los Alamos by emulating the new transistorized IBM 7030 Stretch supercomputer before it was built on old IBM 709 vacuum tube computers.
