In a word, YES. Android is Linux. Linux is compatible with a variety of processors including processors that run RT. Would I want to try to install Android on an RT? Probably not. At issue is the driver support for items installed in the RT itself. The drivers might not exist. Look through YouTube and see if anyone has tried.
Android is an operating system, much as Windows is an operating system. It is not possible to run Windows 8 on Android. Microsoft only allows Microsoft 8 RT to be installed on certain devices, so it is highly unlikely that any Android device will ever run Windows 8 RT. However, it it technologically possible for and Android device to run Windows 8 RT, with the only limitation being Microsoft's strict policy on the devices that will be certified to run it.
