It depends. They can usually be traced back to the first computer(s) that launched it, but not necessarily to their authors. Since programs are written in plain text, they do not typically have any sort of metadata to give away information about the author. Most viruses are launched from a public computer, TOR, or some other method to prevent them from being traced back to their authors. This does not always work, however, as the creators of most major viruses have spent many months in jail.
