In Windows XP, you can easily change the sensitivity of your mouse. Simply go to Control Panel, and open Mouse Properties. In the Window that comes up, there are many options about your mouse configurations, and on the Pointer Opions tab, there is a slider which allows you to change the pointer speed. If you reallywant precision and speed, I recomend getting an actual mouse.
