You need to add a PCI video card , not a PCI - express card . The video card will give you a new out put on back of tower. Then depending on tv and and video card connect with s- video cord or composite video cord ( rca). composite is first choice.
Dell and HP do not manufacture Video cards, they simple use cards made by other companies. IF you mean put a video card from an HP computer into a dell one, then yes, you may be able to. Both the card from the HP and the motherboard from the Dell need to use the same slot (PCI, PCI-E, AGP,) and also the motherboard slot should ideally have the same speed as the card (1x, 8x,16x) or be greater. Most newer video cards also require supplimental power so the approptiate power connector needs to be available (most likely 6pin, dual 6pin, or 6pin and 8pin). It is best to bring the card and computer to a store so that they can look at the specifications to tell you if they will work together
