If you are a member, absolutely.
If you change from a paid member account to a free basic member account, you will have only two Moshlings in the basic account. If you switch back to your previous paid member account, all of your moshlings will still be there.

If you are a Basic (free) member, you are a member as long as you keep your account active and do not cancel it. If you are a paid member, you will still be a member as long as you keep the account active and do not cancel it. However, if you do not renew your paid membership, your account will change to a free Basic member and you will lose access to the paid member benefits.
you have to be a member to change your colour to get a new monster you need to create another account
You can cancel your membership by logging in to your account, clicking the My Account link at the bottom of the page and then clicking the Cancel Membership button. Or you can wait until your paid membership runs out. Your account will automatically change to a Basic Membership when that happens.
If your Moshi Monsters account changes from a paid Moshi Member account to a free Basic Member account, only two of the moshlings stay in your room. However, if you change your account back to a paid Moshi Member account, all the moshlings you had from the original paid account plus any moshlings you added will be in your Moshling Zoo.

I believe that your question relates to how to change other user's accounts from a single account. This is possible, without hacking, by labeling the account as an "Administrator." It sounds like the account you currently have is a "Limited" account, in which you are obviously limited to some things, such as changing other users account information. An previous "Administrator" can use Control Panel to change your account status.
