I don't know about programming a keyboard to get a tab function on the right side, however a company named Zeomi makes a keyboard with a tab function on the right side. The keyboards are just about as expensive as other specialty keyboards. I have two in my office and they appear to work adequately; no known problems over the last seven months since they were purchased.
