yes you can
here's how:
turn on your iphone and go to all of your saved photos
plug your iphone into your computer and and download them onto it
then you have to save it in any file
transfer the photos from your computer to a hard drive or flash drive
plug your hard drive or flash drive into your ipad
there will be a file that says what you saved your photos as on your computer
click that
then all your photos will be on your iphone
I recommend this ipad trasnfer software. which can help you do that job easily and safely.
Although iPads can download apps made only for iPhone/iPod Touch, the iPhone can only download iPhone or iPhone/iPad apps. Apps made only for the iPad do not appear on the App Store. Luckily most of these apps have an iPhone counterpart such as Angry Birds (iPhone) and Angry Birds HD (iPad only).

It is a iPhone or iPad app that people can post pictures and comment on their pictures
The iPad cannot natively download anything off the internet aside from pictures.
Just download the iPhone version. There is no native iPad version, but you can get the iPhone version and it should run just fine.
No. You can download any iPhone app from the app store and run it. If it is not made for the iPad, you can view it at the 1x resolution, which runs in a screen the size of the iphone, or you can blow it up to 2x, that covers most of the iPad screen. You won't be able to take advantage of the iPad's enhanced resolution, and it will look a bit blocky, but it will work.
You download the app on the iphone, itouch, or ipad
Yes, if you log in to iPad App Store with the same Apple ID as with which you bought the app on iPhone, you should be allowed to download it for free.
No, but you can download iPod/iPhone app onto the iPad and play there (double the size)
