You did not mention which OS you have. I will presume that you are running XP Pro. Here is how to do it
Go to Start --> Run and type "gpedit.msc" without quotes. In Group Policy Editor, go to
Local Computer Policy --> User Configuration --> Administrative Templates --> Control Panel --> Display
There you have the setting with name "Prevent Changing Wallpaper". Enable this setting to do what you desire.
A desktop theme can be changed on Vista by clicking on the Start button, Control Panel, Appearance and Personalization, Personalization and then clicking on Desktop Background. On the Desktop Background page you can choose a picture for your desktop background.

The Desktop image can be changed in from Desktop tab in the Desktop & ScreenSaver section of System Preferences. You can jump directly to this by right clicking on the Desktop and selecting Change Desktop Background.... from the menu that appears.

if you mean background picture for your desktop, right click on you desktop, go to properties then go to Desktop in properties then browe for a picture and click apply
you pick a picture then right click on it and choose set as desktop background.
