Yes, when you go to save select the 'Save As' option instead of just save. It should give you a list of image types in a drop down menu that you may select from. Before saving, change the image to indexed color first. You will have more control over color palette and such. You can also use "save for web" instead of "save as" as you can really fine tune your gif before saving. You can also make animated gifs from Photo shop.
