Yes, you can have different versions of Windows join a network together. For example, Windows XP and Windows 7 can commune together happily in the Windows Workgroup world. It may just take some finagling of security options, especially on shared folders to make Windows 7 show the files to Windows XP but that is easily accomplished.
As for not being able to open or use certain types of data due to one OS being older than the other, other than Microsoft refusing to let Windows XP be able to install MS Office 2013, I haven't run into that problem yet. Besides, any MS Office 2013 document can be opened by any installation of MS Office 2010 and 2010 works just fine under Windows XP.

When you network operating systems you will have the benefit of both operating systems. You have to ensure both systems are compatible before networking them.
