Mac OS X 10.4.11 is the final version of Mac OS X 10.4 (Tiger). To update further will require the purchase of 10.5 (Leopard) or 10.6 (Snow Leopard).

It would depend on the version of Mac OS X you would want to upgrade. There's no worthwhile upgrade for any system that would have run Mac OS 9, anyway. Tiger (10.4) is slow on such systems, and Leopard (10.5) doesn't run at all. Older versions receive no security updates and can't run a majority of new software.

10.6.x is no longer actively supported by Apple on anycomputer now so they will not be able to help you even if your mini is supported. If you have any problems the Apple forums are there to help.
