There is a version of Illustrator for Windows, so yes you can use Illustrator on a Windows machine. You can't use the Mac version of it on your PC, so if you bought a copy of Illustrator from eBay and it was the Mac version, you'll need a Mac to run that.

Hi! I think this totally depends on your system specs, if you have a core i5 PC with 500GB Hard, then you can use Adobe Illustrator CC 2018. If you have much more than this, you can use the latest version also. I have seen many new features in the latest versions and they are awesome but we should go with system specs first. Flash is an adobe program just like Photoshop and Illustrator. It is the same on both mac's and pc's.
Make sure that the font is not only in your fonts folder (in the system folder), but check the Adobe Illustrator folder for a fonts folder as well. Depending on if you're on Mac or PC, Illustrator requires that it has a font suitcase or True Type font copied into the software folder. Just drag and drop if needed, restart and Illustrator should recognize the font then.
