There are two ways to do this.
The easy way:
Add tethering to your account through AT&T's site and pay an additional fee on your monthly bill.
The hard (but free) way:
Root your phone and flash a custom ROM with a netfilter-enabled kernel (most ROMs have this feature). Then, you must download a WiFi tethering app. Once you have that downloaded and installed, you need to configure it to your liking. After that you can freely create WiFi hotspots anywhere you have a data connection.
Be warned: Tethering uses a LOT of data. If you are on a tiered data plan, I recommend using the former method to tether your phone rather than risk exceeding your data allowance.
