Your Video Card or its drivers would be the most likely problem.
Go to "My Computer", click "View System Information" (left column), click "Device Manager", click "Hardware", click the + beside "Display Adapters".
Select your display adapter (video card), right click it and select update drivers from the drop down list.
Follow the prompts.
If this doesn't help borrow a known working one from a friend if possible, install it and hope for an improvement.
If your motherboard has onboard Video you may need to make adjustments in Setup to disable it.
Assuming you're using XP or better drivers should be no problem.
Anything older and you may need a drivers disk.
