The network layer is responsible for addressing nodes in a logical way. It is also responsible for making decisions on routing a packet from one network to another.
In a broadcast network, routing is not needed. A transmission from any attached station is received by all other attached stations.
Other functions,such as sequencing, flow control, error control, can be done at layer 2. The MAC sublayer is responsible for addressing across the LAN. With the Data link layer and its sublayers (MAC & LLC), no network layer is needed.
