If you plug in the charger and it fails to charge up your laptop then there could be three problems. First, your laptop battery may need to be replaced. You check this out yourself or go to a store. Second, the chord for the charger may be damaged. Third, the unit that stores and charges up your laptop could be broken. You need to buy a new battery or charger. If you don't, then you could be risking your safety and the safety of your laptop as well. It can become a fire hazard if you're not prompt.

Most batteries of any sort come with some charge, though almost never to their full capacity, and should be charged before their first use. Charging them all the way wouldn't do any good, since the charge naturally drains after a few weeks or months, thus it would be more expensive to keep them in inventory.

Since you don't say which laptop you have - this is a general answer. On my Toshiba laptop - the power indicator glows orange if I've been using it on battery power instead of mains. It's an indication the battery needs charging - and usually reverts back to green when fully charged.
The only way to stop the batteries charging on AC power if they need charging is to remove the batteries, if possible. Most tablets cannot do this.
