Yes.

You can boot with any computer without a keyboard unless you have multiple OS's installed and you set an option in your BIOS to where you have to select which OS you want to boot. False (to answer the question). Older computers refused to boot unless a keyboard was present. However, newer computers allow you to boot without a keyboard, and you can then plug in the keyboard after the boot. (taken from the "Notes" section - pg 458, seventh edition).
The computers that cannot boot are usually newer models. Since the floppy drive has so little space available for data storage, it is outdated and not usually necessary on modern computers.
Newer tablet computers have special processors that allows the tablet to run faster. Along with running faster, newer tablets have special webcam technologies that allow consumers to chat via webcam or "FaceTalk". Newer tablets may also be able to store more information based on the greater storage capacity they may have to offer. Not to mention the upgraded app stores, that allows more apps and games to be downloaded to the tablet.
Some of the newer computers are preloaded with Microsoft office 2010 starter edition.
No, it depends on the computer. DDR2 RAM is only for newer computers (Core 2, &tc.)
Newer computers are similar to older computers. This is a very general question. Typically, newer computers have more memory, data storage, calculation power, and video rendering capabilities.
I saw a keyboard once that one of the keys would power up the computer. Can a combination of keystrokes do the same on any keyboard?
Yes. Unfortunately newer software is not always compatible with older hardware. Also, some games that can be played on older computers cannot be played on newer ones. Mostly for the same reason.
Sure you could, as long as you didn't need to interact locally. A good example would be a router or firewall. Generally they have no interface, unless you access it from another computer via LAN or internet connection.
I think a newer keyboard with usb connections would be your best bet , plug in into usb connection and plug and play windows should reconize it.
no all 96 and newer cars have obd II computers
By accessing the setup program stored in ROM BIOS.
