Of course they can, if they are injured. However, what you are seeing around you rat's eye is probably porphyrin. This stuff means your rat is sick (call the vet!) or stressed. If your rat is sick, CALL THE VET! If your rat is stressed, put the cage in a quiet envorment and maybe put a towel over it. If you want, you can play a heating pad set on LOW in one corner of the cage. Also, on top of all that, stressed rats LOVE baby food. Some will lick it right off you fingers!
