Depends on your service plan. The most basic plan does not come with free texting. Though most plans today have unlimited texting. I would ask your provider or the account holder.

as far as i know, you cannot send pictures via text but you can send pictures via email. i was very disappointed with this phone ;[
At this time, you have to contact Apple Support directly to have them make the change in their system. Go to http://www.apple.com/support/contact/. One temporary solution that has had some success is to have your friends go into Settings>Messages and turn on the Option to Send as SMS. Then the phone will send the text as a regular text instead of routing it through Apple's iMessage system.
Make sure mms is on and you can send pictures by testing.
