Betty Jetty is throwing green swirly fireballs at you, in sets of four or just one. If you get hit by six of them, you'll lose your flying power temporarily and you will have to re-start the chase.Stay far back from Betty Jetty until she has launched about 6 or 7 sets of balls. This will take about a minute or two. Then you will be able to get close enough to knock her down.
All you have to do is fly behind her for about 2 minutes without getting hit by the green energy spheres. Stay back and dodge them, and eventually you will be able to get close enough to run into Betty Jetty and knock her down.

You don't use the glowing spheres: they are somehow part of Betty Jetty's powers. Avoid being hit by them as you fly behind her. After about two minutes of dodging them, you can fly close enough to Betty to knock her down.
Technically, her name is Betty Jetty. She is a villain on Superhero island. She escaped from the prison when a meteor hit it and turned her and her fellow criminals into supervillains. To beat her, you must achieve the green handcuffs, get a superhero ID card, and gain the power to fly.
Flying in pursuit of Betty Jetty, you must dodge all, or most, of the glowing green energy balls that she tosses at you. If you are hit by 5 of them, you must restart the chase. To keep from being hit, stay away from Betty for the first 5 or 6 SETS of green balls (either four balls or one ball in a set). Move rapidly left, then right, when the balls come at you, ducking around or between the balls. After 6 or 7 sets of the balls, you can quickly run into Betty between sets, and knock her from the sky. (see related question)
