Whack a Hack is mostly safe.

... HOWEVER! McAfee Site Advisor states that it is, in fact, dangerous. The site report states that a download on the site (Elite Map) has a Trojan. The other downloads are considered safe.

Also however, I used the programs from their a long time ago and my computer got a virus. Usage is at your own risk. Do not download Elite Map from there.

Hacking is basically a slang term meaning "Unauthorized access to a computer or system". All viruses have to be programmed, so in that sense yes. However, not all programming results in a virus, so in that sense no.

The action of hacking into a computer alone, will not cause a virus.

Virus's are creatated deliberately, by someone with knowledge of computer programming and systems. A true virus is designed to self replicate itself and spread far and wide, just like a biological virus.

Creators of virus's have an intent to cause disruption. They either want to steal information, attack a rival person or company or sometimes act just like graffitti.
