Its all to do with government security and making sure the wrong people dont get hold of important information that might help an enemy our countries. Some guys are "free and easy" folk, simple teenage hackers, who might hack for a challenge but governments like Chinas' would do it to get a military advantage... if they could. Its a big problem and its an ongoing problem for the western nations.
