Cydia sources are essentially a website that is understood by Cydia. So, if the website is down, you will not be able to access the source and its packages.

You can get Cydia on the app store but you have to jail break your iPod so it can work with the app.
It means that it crashed. There is a file that's either corrupt or just not making Cydia work. Check your installed Tweaks and figure out which one is preventing Cydia to do its work. Good Luck.

Well the no matter what you do. Update, Restore, and etc, you have to rejailbreak it.
First off this sounds like a statement not a question :-/ but i guess i know what you're getting at. Even if a source on cydia has a question mark it still can work properly.
