How Can you Move The Start Toolbar Because Its Filling Up Half Of The Screen The Green Start Button And I Can't Move It Back Please Someone Help Me?

From your description, it seems like the taskbar has simply increased in size due to an unintended drag/resize action. Follow the steps detailed below:

Right-click on an empty area on your taskbar
Make sure there is NO tick next to "lock the taskbar". If there is, click on it and it shall go away.
Now you may have observed that going to the edge of your taskbar changes the mouse pointer from a large white arrow into a black double-headed arrow.
When you see this arrow, press and hold the left mouse button and then move/drag your mouse towards the edge of your screen, thus reducing the size of your taskbar.
When you are happy with the size, right click on the taskbar again, and this time, click on "Lock the taskbar" to prevent further accidental resizing.

Note: The steps provided above assume a Windows XP or later OS.
