This problem is commonly encountered by persons who have had to rebuild a damaged operated system by, first, removing and attaching the hard-drive to second computer, then moving all the folders into a temporary new folder, then put the drive back in the original machine, then finally clean-installing a new operating system. Two answers:
1) highlight the the file or folder, right-click, then monkey around in the Security settings. Good look. It'll work sometimes, but many times it won't. It's time-consuming and will have you tearing your hair out.
2) Install "Total Commander", locate the offending file or folder, then select Delete (lower-right of box).
Total Commander will nuke 99% of anything you throw at it.
