You can disable safe mode with an application such as NoSafeMode (http://guino.home.insightbb.com/nosafemode.html).
You can add a BIOS password to prevent people from messing with the computer's settings.
You can prevent Deletion of files using of user security options present on the most recent windows versions, or also by security applications such as Fortress, etc.

You have to delete all security politics for your file using security options. Then you have to add yourself like the owner. If it doesn't allow you to do that you have to boot up in Safe mode and in the Safe mode to do everything what you need. The reason why you have to be in the Safe mode is really simple. In the Safe mode windows boots up only files which are necessary to start the operating system but not dedicated files. I think, when you are trying to delete that file the system uses it that's why you cannot delete it in usual working mode.

You can't disable it but you can prevent it from coming up by shutting down your computer properly. If it is starting up in safe mode with out your consent, then type in the run msconfig and then go to boot and uncheck the Safe mode Check box. If the box on the far right which says, "Make All Boot Settings Permanent" is checked, than uncheck that before applying and restarting your computer.

I couldn't delete Limewire. Kept on getting a pop-up that said there was a problem. I uninstalled the program & still it remained. Anyhow i found how to rid it & it was quite simple. Restart your computer in safe mode( when it's booting up, keep pressing F8). Once in safe mode you can go to C/Program files/Limewire, then delete the folder. hope this helps ED

I think it is a program related to Canon Printers. I have a corrupt file related to it which has seized my Computer. I am about to Delete the Canon program in Safe Mode
