Creating a relationship in MS Access can be done in more than one way, but the most popular way is by using the Relationships screen. In MS Access 2010, to open the Relationships screen go to the Database Tools tab and then click the Relationships button on the ribbon.On opening the Relationships screen Access will show you the Show Table window. In this window you can select the tables that you want to create relationships for. You can add more tables to the Relationships screen later by dragging them onto the screen from the list on the left.In order to create a one-to-many relationship select and drag the primary key of a table over a field in another table and release the mouse button. This will open the Edit Relationships panel, which allows you to set the properties of the relationship.

In the table design view, right click the column name of the entity you want to create a relationship with and then select "Relationships" which opens the Properties window with the Relationships tab selected. Click on "New" and then verify the "Primary key table" and "Foreign key table". Select the primary key from the grid below the "Primary key table" name (left side of grid) and then select the column name you right-clicked on earlier from the grid below the " Foreign key table" name (right side of grid). Selecting each one in turn sets the two into the desired relationship.

You can add columns or rows to any table. Adding a row does not add extra columns, so yes you can do it.
The answer depends on what relationship - if any - exists between the points in the table. There need not be any relationship.
